I’ve lost count of the number of audits I’ve walked into where a manager tells me, in the first ten minutes, that their real problem is “people not doing their job.” Then we go and look at the actual work, and nine times out of ten the person is doing exactly what the process set them up to do. That’s the uncomfortable, and oddly hopeful, thing this old quote gets at.

What this quote gets right

When something goes wrong, the instinctive question is “who?”. The better question is almost always “why?”. W. Edwards Deming, the father of modern quality management, put roughly 94% of performance problems down to the system people work in, not the people themselves. It’s a number worth sitting with. Punish the person and the problem stays behind, waiting for the next person to trip over it; fix the process and the problem leaves with it.

A quick example I see in one shape or another all the time: a business gets a defect out the door, blames the operator who “missed it,” and issues a stern reminder to be more careful. Six weeks later it happens again, with a different operator. When you actually map it, there was no check on the job card for that step, so being careful was never going to save them. Add one tick-box and a defined acceptance criterion, and the defect simply stops. Same people, different result. The person was never the variable.

It’s the same principle behind root cause analysis and corrective action in ISO 9001: a nonconformity is a symptom, and the cause almost always lives in the process, whether that is unclear steps, missing checks, information arriving too late, or a job that quietly depends on one person’s memory. When someone leaves and everything falls over, that wasn’t a people problem either. That was a process that was never written down.

What a “better process” looks like

  • It matches reality. The documented process describes how the work is genuinely done, not how a template says it should be. (If your procedure and your people disagree, believe the people.)
  • It lives where the work happens. A one-page procedure at the point of use beats a 40-page manual on a shelf that nobody’s opened since the last audit.
  • It has an owner. Someone is responsible for keeping it current and making it better, not “the quality team” in the abstract, an actual named person.
  • It’s measurable. You can tell whether it’s working (rework, complaints, on-time delivery) without a forensic investigation.
  • It fails loudly. When something goes wrong, the process surfaces it early instead of hiding it until the customer notices.

Five steps to give your people better processes

  1. Map what actually happens: walk the process with the people who do it, and capture the exceptions they handle every day. Those exceptions, the “oh, but when this happens we do it differently” moments, are usually where the real risk hides.
  2. Remove the friction: duplicate data entry, approvals nobody reads, steps that exist “because we’ve always done it”. Every pointless step is a step people will eventually skip under pressure.
  3. Document at the right level: enough that a competent person can follow it; not so much that nobody ever will. More words is not more control.
  4. Measure a little, consistently: one or two indicators per process beat a dashboard nobody maintains.
  5. Review and improve: use internal audits and management review to act on the small issues before they become customer-visible ones.

The ISO 9001 connection

This quote is essentially ISO 9001’s process approach in one sentence. The standard asks you to define your processes, their inputs, outputs and owners (clause 4.4), then improve them continually, which is why a well-built quality management system lifts performance rather than adding paperwork. In my experience the businesses that treat certification as “getting the badge” end up with the shelf manual; the ones that treat it as an excuse to finally fix their processes are the ones that notice fewer defects, calmer audits and less firefighting a year later.
