This guide breaks down where the money goes, the ongoing annual costs, and how to keep it lean, especially if you already run another ISO system.

What you are paying for

ISO 45001 certification cost splits into two things people often lump together: the cost of building the OH&S management system (your work, or a consultant’s/mentor’s), and the cost of the certification audit itself, which must be done by an independent JAS-ANZ accredited certification body. You can’t pay the auditor to build your system, and a consultant can’t certify you. Keeping the two separate is the first step to a realistic budget.

What drives the cost of ISO 45001?

  • Your risk profile: a high-risk industry (construction, manufacturing, transport) has more hazards to control and evidence than a low-risk office, and takes more audit time.
  • Size and number of sites: more people and locations means more scope and more audit days.
  • Your starting point: existing safety systems, or an ISO 9001 or ISO 14001 system, give you a real head start.
  • The certification body: audit fees vary between JAS-ANZ accredited bodies, driven by the audit days your size and scope require.
  • How much you do yourself: building it in-house with mentoring costs less than full consultancy.

Most small to medium Australian businesses invest around $7,000-$25,000 in the first year. Higher-risk or multi-site operations sit at the upper end; a small, low-risk business that already runs another ISO system sits at the lower end.

For scale, and without pretending one figure buys off the other. Safe Work Australia’s 2025 prosecutions data, published on 1 September 2026, puts the average financial penalty per WHS prosecution at $147,985, the highest annual average recorded and 33 per cent above 2024. Ninety-nine per cent of prosecutions resulted in a financial penalty. Certification is not a defence and it does not discharge a legal duty, so this is not an insurance calculation. But if you are weighing a first-year figure against doing nothing in particular, both numbers are published and it is better to have them in front of you than not.

With safety, your risk profile moves the number as much as your headcount. A low-risk office and a civil contractor of the same size sit at opposite ends of the range. These are indicative first-year figures for a single-site business.

Do you need to buy the standard?

No. Buying the standard is not a requirement of certification and no certification body will ask whether you own a copy. It is still worth budgeting for, because without it you cannot check what a clause says. That matters in two places: settling what the standard requires when somebody tells you it requires something, and identifying which clauses call for documented information, which is what an auditor will ask you to produce.

AS/NZS ISO 45001:2018 is $239.46 including GST from the Standards Australia store. Read the licence terms before you buy: it is a one-time purchase of a single licence for one person, not shareable, read in a browser or through a restricted PDF that opens on one device only, and future editions are not included. If several people need access, that is several licences.

Against a first-year figure in the thousands it is a rounding error, and it removes a surprising amount of argument.

The ongoing cost after year one

ISO 45001 isn’t a one-off purchase: the certificate lasts three years but only while you keep the system running and pass the annual checks. Budget for annual surveillance audits (about $2,000-$5,000 each in years two and three), your own internal audit and management review each year (clause 9.2, either your team’s time or an independent internal audit), and a fuller recertification audit every three years. Safety is never “done”, so also budget the ongoing time to keep hazard registers, risk assessments and worker consultation current.

How long does ISO 45001 certification take?

Three to six months for most small and medium businesses, depending on your risk profile and how much you already have in place. Larger, multi-site and multinational organisations run longer. As with any ISO standard, you can’t compress it below the point where you’ve generated real records. An internal audit and a management review must actually have happened before Stage 2.

Why your starting point matters most

The single biggest factor in the price is the state of your existing systems. ISO 45001 doesn’t ask you to start from zero. It asks you to demonstrate a working OH&S management system. If you already run ISO 9001 or ISO 14001, the context, leadership, internal audit and management-review machinery is already there, and you’re mostly adding the safety-specific parts on top. A gap analysis is the fastest way to find out which end of the range you’re on and turn “it depends” into a costed plan.

How to reduce the cost of ISO 45001

  • Leverage any existing ISO 9001 or ISO 14001 system: the management-system backbone is shared.
  • Certify 9001, 14001 and 45001 together as an Integrated Management System if you need more than one. Far cheaper than separate projects, and a common combination for tender prequalification.
  • Build the system yourself with ISO mentoring rather than full consultancy.
  • Keep a tight, clear scope and start with an independent gap analysis so you know the size of the job before you commit.
