Two of the best-known quality frameworks in the United States changed within five weeks of each other. The Baldrige Foundation released the 2026 Baldrige Excellence Framework on 13 August 2026, and ISO published ISO 9001:2026 on 16 September 2026. If your organisation holds ISO 9001, uses Baldrige for self-assessment, or is weighing up one against the other, this is a good moment to look at how the two fit together.

Short answer
They do different jobs. ISO 9001 is a set of requirements for a quality management system, and an accredited certification body audits you against it and issues a certificate. The Baldrige Excellence Framework is a model for assessing how mature and effective your whole organisation is, including its results. There is no Baldrige certificate. You use it for self-assessment, for feedback from a state or regional Baldrige-based program, and, at the top end, to apply for the Malcolm Baldrige National Quality Award. Many organisations use ISO 9001 as the foundation and Baldrige to decide what to improve next.
The two side by side
| ISO 9001:2026 | 2026 Baldrige Excellence Framework | |
|---|---|---|
| What it is | Requirements for a quality management system | A framework for assessing organisational performance and maturity |
| Who owns it | ISO, the International Organization for Standardization | The Baldrige Foundation, in partnership with NIST’s Baldrige Performance Excellence Program |
| Published | 16 September 2026 | 13 August 2026 (Business, Nonprofit and Government edition) |
| How you are assessed | Audit by an accredited certification body | Self-assessment, state or regional program feedback, or the national award process |
| What you get | A certificate, renewed every three years with annual surveillance audits | Feedback, recognition, and potentially the national award |
| Scope | The quality management system and the processes inside it | The whole organisation, including results |
| Typical reason to start | A customer, prime contractor or market requires it | A desire to improve performance across the organisation |
What changed in ISO 9001:2026
The structure will feel familiar. Clause numbering is almost unchanged and it is not a ground-up rewrite. The headline change is quality culture and ethical behaviour: top management must now demonstrate that they promote both, and people must be aware of them alongside the quality policy and objectives. A three-year transition runs to 30 September 2029, and from 31 March 2028 new certifications can only be issued to the 2026 edition. Our guide to ISO 9001:2026 changes and the transition covers each change and what an auditor will now ask to see.
What changed in the 2026 Baldrige Framework
According to the Baldrige Foundation, the 2026 edition:
- Has six categories: Leadership, Strategy, Customers, Organizational Intelligence, Workforce and Operations.
- Folds Results into every category rather than keeping it as a separate category, so performance is tied to how the work is done.
- Introduces three maturity pathways: Establishing, Developing and Maturing, so an organisation can engage at its current level rather than against the full criteria from day one.
- Renames Category 4 as Organizational Intelligence, with a focus on data, knowledge and decision-making.
- Explicitly addresses artificial intelligence, including responsible use, governance, security and use of organisational data.
- Keeps the systems perspective, core values and evaluation guidance that have always defined Baldrige.
Education and Health Care editions were scheduled to follow in early fall 2026.
Where they overlap
NIST’s own view is that the two differ in purpose and focus, and that ISO 9001 covers only a small part of what the Baldrige criteria ask. It also notes that the 2015 revision of ISO 9001 moved closer to Baldrige through strategic alignment, the Plan-Do-Check-Act cycle and risk-based thinking. The 2026 editions bring them closer again:
| Baldrige 2026 category | Where ISO 9001:2026 touches it |
|---|---|
| Leadership | Clause 5, leadership, now including quality culture and ethical behaviour |
| Strategy | Clause 4 context and interested parties, clause 6 planning, risks and opportunities, and quality objectives |
| Customers | Clause 5.1.2 customer focus, clause 8.2 requirements for products and services, clause 9.1.2 customer satisfaction |
| Organizational Intelligence | Clause 7.1.6 organisational knowledge, clause 9.1 monitoring, measurement, analysis and evaluation |
| Workforce | Clause 7.1.2 people, 7.2 competence, 7.3 awareness |
| Operations | Clause 8, operation, and clause 10, improvement |
The difference is depth and direction. ISO 9001 asks whether you have defined and controlled processes that meet requirements, and whether you improve them. Baldrige asks how well those processes work, how systematically they are deployed, whether you learn from them, and what your results show compared with others. An ISO 9001 audit gives a conformity decision. A Baldrige assessment gives a picture of maturity and a list of opportunities.
When to use which
- A customer or prime contractor requires certification. You need ISO 9001. Baldrige will not satisfy a contract clause that asks for a certificate. Our page on ISO 9001 for US companies and federal contractors explains where that requirement usually comes from.
- You already hold ISO 9001 and want to know what to improve next. A Baldrige self-assessment, starting with the Establishing pathway, is a structured way to find the gaps a certification audit will never look for, particularly results and comparisons.
- You are a hospital, school system, local government or nonprofit with no certification requirement. Baldrige is widely used in these sectors, and a state program will give you independent feedback without an audit cycle.
- You want both. This is common. ISO 9001 gives you the documented, audited system. Baldrige tells you how good it is.
Using ISO 9001 as the foundation for Baldrige
If you hold ISO 9001, you already have much of the evidence a Baldrige assessment looks for: a context analysis, quality objectives, a competence process, internal audits, management reviews and corrective action records. Four things usually need work:
- Results with trends and comparisons. ISO 9001 asks you to monitor and evaluate. Baldrige expects several years of trend data and comparisons with competitors or benchmarks.
- Workforce engagement and capability, beyond competence records and training plans.
- Strategy deployment. How strategic objectives turn into action plans and measures across the organisation, not only quality objectives.
- Learning across the organisation. Evidence that improvements in one area are shared and adopted elsewhere.
Our earlier comparison of ISO 9001, Six Sigma and Lean covers how improvement methods sit alongside both.
Where your ISO 9001 system sits on the maturity pathways
The three maturity pathways are the most useful change in the 2026 framework for an organisation that already holds ISO 9001, because they give you a realistic place to start. The Baldrige Foundation describes what each pathway focuses on. The right-hand column is our view, from building ISO 9001 systems with clients and running their internal audits, of what each stage usually looks like in practice.
| Pathway | Baldrige focus | What it typically looks like in an ISO 9001 system |
|---|---|---|
| Establishing | Awareness of how work is done today, what matters most and what should be measured | Newly certified, or certified for a year or two. Processes are documented and audited, but measures are mostly activity counts and the management review reads like a report rather than a decision meeting. |
| Developing | Consistency, reliability and decisions informed by data | A system that has been through at least one recertification. Process owners use their own data, corrective actions get to root causes, and internal audit findings are trending down rather than repeating. |
| Maturing | Strategy, people, processes and results working as one system that learns and improves | Quality objectives come straight from the business strategy, results are compared with competitors or benchmarks, and the system would keep performing if the quality manager left. |
In our experience, most certified organisations sit somewhere in Developing. Certification proves the system exists and conforms. It does not, on its own, move you to Maturing, and that is exactly the gap Baldrige is designed to show.
AI is now part of the conversation
The 2026 Baldrige framework explicitly addresses artificial intelligence, including responsible use, governance, security and the use of organisational data. ISO 9001:2026 does not have AI-specific requirements, although AI tools used in your processes are still within the scope of clauses such as 7.1.6 organisational knowledge, 7.5 documented information and 8.4 externally provided processes.
If AI is becoming central to how you deliver your products or services, the certifiable standard for governing it is ISO/IEC 42001, the AI management system standard. It shares the same high-level structure as ISO 9001, so it can run as part of one integrated system rather than a second one. Our guides to ISO 42001 requirements and ISO 42001 consulting explain what is involved. For the security threats specific to AI systems, see our article on ISO/IEC 27090.
Six questions to ask of your ISO 9001 system
You do not need to buy the framework or apply for an award to borrow the Baldrige way of thinking. These are the questions we would ask in a Baldrige-style review of an ISO 9001 system:
- Do your quality objectives come from the business strategy, or were they written to satisfy clause 6.2?
- Can you show three or more years of trend data for your key results, and compare them with anyone outside your organisation?
- When an improvement works in one area, how does the rest of the organisation hear about it and adopt it?
- Does your management review make decisions, or does it receive reports?
- Do you measure how engaged and capable your workforce is, not only whether training was completed?
- Would your system still work if your quality manager left tomorrow?
If most of the answers are uncomfortable, the system is doing its job for certification but not yet for the business. That is a normal position, and a good place to start improving.
Baldrige Excellence Framework: FAQs
Can you be certified to Baldrige?
No. Baldrige has no certification. Organisations use it for self-assessment, receive feedback and recognition through state and regional programs, and can apply for the Malcolm Baldrige National Quality Award.
Does ISO 9001 certification help with a Baldrige application?
Yes. Much of the system an ISO 9001 audit checks is evidence Baldrige also looks for. NIST notes that many organisations with ISO registration go on to pursue Baldrige.
Is the Baldrige framework only for American organisations?
The award is for US organisations. The framework itself can be used by anyone for self-assessment, and other countries run similar business excellence models.
What is the newest Baldrige Excellence Framework?
The 2026 Baldrige Excellence Framework, released on 13 August 2026 for business, nonprofit and government organisations, with six categories and three maturity pathways.
When does the ISO 9001:2026 transition end?
On 30 September 2029. Certificates to ISO 9001:2015 stop being valid after that date.
How Streamline can help
Streamline helps US companies and federal contractors build and maintain ISO 9001 quality management systems, including the internal audits clause 9.2 requires. If you already hold ISO 9001, a gap analysis against ISO 9001:2026 is the logical first step, and it is a good time to look at the Baldrige questions your system does not yet answer. You deal directly with an experienced ISO Lead Auditor, and ISO mentoring helps your own people do the work. If you would like a hand, get in touch.
